Senior Program Manager

The overall goal of the Program Manager is to deliver high quality results, on time and within budget, while building strong and lasting relationships with our customers. Key accountabilities include leading and improving the program execution for all major Strategic Systems programs and ensuring that the programs meet contractual cost, schedule, and technical performance requirements. The Program Manager serves as the primary implementation contact for customers and is responsible for managing the company’s engagements. Anticipates customer needs to ensure their satisfaction and continued business. The incumbent provides management to cross-functional teams focused on the delivery of contracted services.
The Program Manager supports operation reviews and meetings, and has responsibility for ensuring proper fielding of operational baseline. The incumbent maintains open communication channels and effectively interfaces with customers, other business units and other functional organizations within the company, and facilitates communication and interaction amongst the functional representatives. Ensures program-wide focus on safety, reliability, cost and schedule, and adequacy of systems, procedures and people for long-term success.
The Program Manager develops, maintains and executes win strategies throughout the business development, capture/proposal process, leading the capture team in the preparation of strategy, teaming, solution, development, staffing and pricing; collects and presents the information required to make good decisions at gate reviews; works with management to assure customer perspective is maintained and developed; prepares win/loss analysis including capture process improvements with the proposal manager; and participates in transition programs.

- History of working with teams to achieve program objectives
- Demonstrated ability to communicate effectively, both orally and in writing, with customers, employees and senior executives.
- 10 years of professional experience in the Navy
- Bachelor’s degree in Engineering, Science or other related discipline. Masters degree in management, business, or finance is highly desirable
- Ability to prepare and give presentations to government personnel on short notice
- Extensive business development experience with US Government agencies.

This position formulates, drives and manages effective sales and partner strategies that enable the company to successfully penetrate the military sector and federal government agencies. Exceptional networking capability is required to lead and win sales campaigns on US Navy programs and within other agencies. Experience with the Navy is highly advantageous. We ultimately are looking for a highly energetic and motivated Business Development professional who understands the Navy on a deep level, can communicate the benefits of our capabilities, and is excited by the opportunity to create and expand our market penetration. This is a quota carrying role with responsibility for driving revenue from lead sources, developing new client relationships, and maintaining personal relationships with decision makers.
• Maintains open communication channels and effectively interfaces with customers, other business units and other functional organizations within the company. Organizes and conducts customer liaison activities, prepares activity reports, collects profile information.
• Participates in developing New Business Fund budgets and is responsible for budget performance within those approved funds. Establishes short-term Revenue objectives and Design Win strategies, identifying current and mature military programs and major new opportunities. Participates in projecting bookings. Provides strategic direction and participates in proposal development, generating proposal outlines, strategies, and themes. • Develops brochures and presentation materials and organizes and hosts customer visits. Possesses an in-depth understanding of company practices, procedures and program directives. Generally operates with wide latitude.
• Responsibilities:

- Lead in the creation of strategic planning and business development strategies for US Navy and other agencies.
- Lead sales, business development and strategic alliance efforts to establish increased business opportunities in the other government and military sectors.
- Establish and qualify leads within specific government agencies focusing on forging relationships with prospective clients and partners.
- Understand and analyze customer needs in terms of current business objectives.
- Present and articulate advanced product features, benefits, and overall product solutions.
- Conduct product demonstrations and speak intelligently about product offerings on a fairly technical level.
- Engage in regular business reviews and weekly sales forecast activities.
- Develop all aspects of potential new business opportunities, including capture plans, RFP analyses, responses to RFPs, and oral proposal presentations.
- Utilize online marketing tools (fedbizopps.gov, Federal Sources, agency-specific web sites, etc.) to identify new business opportunities.
- Develop new task orders under ID/IQ, GSA schedules and GWAC type contracts.
- Establish short-term Revenue objectives and Design Win strategies identifying major new opportunities within current and mature military programs.

Requirements:

- DoD business experience is required.
- Bachelors or Masters Degree in engineering/science, management, business administration is highly desirable.
- Experience in business development of professional services or outsourced services to the federal government, including knowledge of government contracts.
- Experience with Military organization, missions, acquisition processes and budget procedures.
- Exceptional business development and sales skills (ability to qualify sales opportunities, verbal and written communication skills, proven negotiation techniques, effective closing skills).
- Strong communication and presentation skills, including ability to effectively conduct presentations to technical and non-technical groups.
- Experience in all aspects of developing business including capture plans, and RFP analysis; and responding to RFPs and giving oral proposal presentations.
- Desire to work hard and have fun in a dynamic, fast paced environment.
- Excellent interpersonal skills, integrative team working style. Ability to work with customers effectively. Ability to innovate in seeking solutions to unfamiliar project challenges. Track record of critical thinking, decision making, and creative problem solving in successful marketing and sales campaigns.

Internship - Business Development

marketing and business developer internships. These internships will be for
Summer 2005 and possibly extend into the 05-06 academic year.
SAM, Inc. puts interns into the heart of the action, with real-life
experience in networking, partnership management, and contract exposure. Our
interns have been able to leverage their experiences at SAM, Inc. to pursue
the careers of their choice in financial management, business development,
and strategic marketing.
For these internships, the right candidates will have some experience in
customer service, an understanding of general business practices, the strong
ability to listen carefully, and the willingness to travel locally and meet
with business leaders from some of Washington, D.C.'s largest and most
successful companies for networking opportunities. The internships also
afford opportunites to work directly with different Federal agencies,
including the Departments of Defense, Homeland Security, Labor,
Transportation, etc. Because of the nature of SAM, Inc.'s business, U.S.
citizenship and legal residency is a must.
SAM, Inc. requires all candidates to have a high degree of professionalism
and software knowledge (Microsoft Office, XP, etc.). A strong interest in
Federal business development is a plus.
